This department is responsible for policies and strategies to facilitate effective and efficient planning, grants and project development issues in the City. It operates with two units i.e. Strategic Planning and Projects and Grants with its core functions being to: 

• Provide leadership in strategic planning to ensure alignment and achievement of the City Strategic Plans and objectives.
•  Provide Advisory Services to the Director and Top Management on matters of planning and project development.
•  Design and develop strategic plans to provide the strategic direction and set pace for the development of the City.
•  Prepare project proposals and develop strategies for resources mobilization in the City. Provide leadership and coordinate the Budgeting processes in the City.
•  Encourage and guide the process of developing Project Proposals to attract funding and income generation.
• Develop, implement and monitor strategic and business plans of the City in collaboration with other key personnel.
•  Carry out research to facilitate development planning of the city. Collect, analyze and compile data on social, economic and political issues and make recommendations.
•  Plan, coordinate and provide technical guidance in the development of performance indicators and preparation of policy statements for the City.
•  Guide the preparation of the annual sector plans and Budget Framework Paper (BFP). Carry out and institutionalize monitoring and evaluation process within the City to track the performance of different Departments, Divisions and Sections.
•  Undertake service internal and external surveys to collect stakeholders clients views on services rendered by the City.
•  Prepare working papers, reports and briefs designed to support the planning process and problem solving.
• Establish and operationalize collaborative mechanisms in planning standards with National, Regional and International Organizations on Examination management and administration.
