Parish Development Model (PDM)
The Parish Development Model is a Government of Uganda initiative aimed at moving households out of subsistence living and into the money economy, working to lift 17.5 million Ugandans across 3.5 million households out of poverty. Launched nationally in February 2022, PDM improves service delivery and fights poverty right at the grassroots, using the parish as the smallest unit of government administration and service delivery.
Each parish develops its own Parish Development Plan through a consultative process involving local leaders, community members, and government officials, built around seven core pillars: Production, Storage, Processing and Marketing; Infrastructure and Economic Services; Financial Inclusion; and Social Services, among others.
PDM in Fort Portal City
Fort Portal City’s parishes participate in the PDM program, with each parish organizing its Parish Development Committee to identify priorities and access PDM funding through Savings and Credit Cooperative Organizations (SACCOs), helping households across the City build sustainable, income-generating livelihoods.
