Department Overview
The Planning, Projects and Grant Department is responsible for coordinating planning, budgeting, project development, implementation, monitoring and evaluation functions of Fort Portal City.
The department provides technical guidance to City departments and Lower Local Governments to ensure that development programmes and projects are aligned with the City Development Plan, national development priorities and available resources.
Key Functions
- Coordinate the preparation and implementation of the City Development Plan.
- Coordinate annual work plans and budget preparation.
- Identify, formulate and prioritise development projects.
- Monitor and evaluate City projects and programmes.
- Coordinate management and reporting of development grants.
- Prepare periodic development and performance reports.
- Collect and analyse development information and statistics.
- Coordinate project monitoring and evaluation activities.
- Support resource mobilisation and engagement with development partners.
- Mainstream gender, environment, climate change and other cross-cutting issues in development planning.

Development Planning
Preparation and review of City Development Plans, annual work plans and departmental plans.
Budgeting
Coordination of budget preparation, prioritisation and alignment with development plans.
Project Development
Identification, appraisal, prioritisation and formulation of development projects.
Project Monitoring
Monitoring physical and financial progress of projects and programmes.
Grant Management
Tracking, coordination and reporting on government development grants.
Monitoring & Evaluation
Assessment of programme outputs, outcomes and development impact.

To coordinate effective development planning, project implementation, monitoring and management of development grants in order to promote sustainable socio-economic transformation and improve service delivery in Fort Portal City.
