The Trade, Industry and Investment Department is led by the City Commercial Officer, whose office drives the policies and strategies behind Fort Portal’s trade, industry, tourism, wildlife, and cooperative sectors — shaping how the City grows economically while protecting the assets that make it Uganda’s Tourism City.

What This Department Handles
- Implementing and managing Public-Private Partnerships (PPPs) on the City’s behalf
- Mobilizing, sensitizing, and educating farmers on commercializing agriculture and adding value to their produce
- Strengthening cooperatives and offering broader trade development support
- Promoting, developing, and safeguarding Fort Portal’s tourism sites and attractions
- Licensing trade activity, including produce buying
- Championing wildlife conservation across the City
- Encouraging the formation and organization of cooperative societies
- Fostering a business environment that welcomes and supports investment
- Interpreting, implementing, and enforcing policy and regulation across tourism, trade, industry, marketing, wildlife, and cooperatives
- Generating data and statistics to guide departmental planning
- Setting quality standards and helping brand agricultural produce, working alongside the Uganda National Bureau of Standards
- Running capacity-building programs that equip City officials and service providers with stronger commercial skills
- Embedding PPP principles into everyday City operations
- Coordinating with central government and other stakeholders to promote investment in Fort Portal
