Lower Local Governments (LLG)
Fort Portal City is organized into two Lower Local Governments, Central Division and North Division, each functioning as a distinct administrative unit responsible for delivering services closer to the people. This structure reflects Uganda’s decentralization policy, which pushes governance and service delivery down to the level where residents actually live and work.
Each Division operates under its own Division Council, led by a Division Town Clerk who coordinates day-to-day administration, oversees local service delivery, and works closely with City Hall to ensure Fort Portal’s policies and programs reach every ward and village.
Our Divisions
Together, Central and North Division make up all 22 wards and 206 villages within Fort Portal City. Central Division sits at the city’s commercial and cultural heart, while North Division carries much of the city’s agricultural and rural character. Central Division
The city’s administrative and commercial core,home to the Central Business District and the seat of the Tooro Kingdom.
North Division
Formed from annexed sub-counties and Karago Town Council, carrying much of the city’s agricultural and rural character.
